The Verkhovna Rada of Ukraine should focus its activities on systematization and improving the quality of legislation. This was emphasized by First Deputy Chairperson of The Verkhovna Rada of Ukraine Ruslan Stefanchuk during the Conciliation Council of Deputy Factions and Groups.
"Today in Ukraine there are more than one million regulations that have different legal force, duplicate or contradict each other. The greater the number of regulations, the lower their quality. We have for the first time introduced a system of planning the work of the Verkhovna Rada of Ukraine, which this year resulted in the Legislative Work Plan, which we approved on February 2, 2021," said Ruslan Stefanchuk.
According to him, the bills included in this Plan are not always on the agenda of the plenary sittings of the Verkhovna Rada of Ukraine.
"Therefore, I ask the Heads of the Committees to adjust their work in such a way that we receive all the bills provided for in this plan in a timely manner," the First Vice Speaker of the Parliament of Ukraine requested.
Ruslan Stefanchuk also stressed the need to consider the draft law "On de-Sovietization of Ukrainian legislation" as soon as possible and recognize almost 1,500 legislative acts as not applicable in Ukraine, as well as instruct the Cabinet of Ministers of Ukraine to carry out relevant work on this issue.
In addition, the First Deputy Chairperson of The Verkhovna Rada of Ukraine spoke about the urgency of the adoption by the Parliament of Ukraine of the draft law on the principles of law-making activity.
"This draft law is designed to once and for all approve the rules of lawmaking in Ukraine from the moment of planning, development, adoption and monitoring of acts adopted by the Parliament of Ukraine," the politician added.
