First Deputy Speaker of the Verkhovna Rada of Ukraine Ruslan Stefanchuk spoke about the parliamentary dimension of Ukraine's cooperation with NATO during the public discussion ‘Why Ukraine is still not in NATO: Who is to blame and what to do?’.
“We have made significant progress in various areas of Euro-Atlantic reform. The Verkhovna Rada of Ukraine has adopted important legislative acts in the field of security and defense. Among our priorities is Ukraine's transition to NATO standards, norms and principles,” noted Ruslan Stefanchuk.
The First Vice Speaker of the Parliament of Ukraine also reminded that last week the MPs supported the Resolution “On the Legislative Work Plan of the Verkhovna Rada of Ukraine for 2021”, which included almost 40 bills on European and Euro-Atlantic integration. Based on this plan, Ruslan Stefanchuk proposed to form a weekly plan for consideration by the Verkhovna Rada of Ukraine of European integration bills. Voting for these bills will take place on the so-called "Days of the European Union", which were previously proposed to be introduced in the Parliament of Ukraine.
“I want the Verkhovna Rada of Ukraine to consider three or four bills each plenary week that would allow Ukraine to move towards fulfilling its commitments on European and Euro-Atlantic integration. Together, we need to identify the path we still need to take in order to focus on Ukraine's role and mission in the Alliance after a positive solution to the question: ‘Why are we still not in NATO?’,” Ruslan Stefanchuk stressed. According to him, parliamentary cooperation in relations between Ukraine and NATO can be divided into three components.
“The first is cooperation between the Verkhovna Rada of Ukraine and the NATO Parliamentary Assembly. The second is the legislative process designed to ensure the implementation of the state's course towards NATO membership. Third - parliamentary control over the activities of the executive authorities of Ukraine in terms of their compliance with the criteria for accession to NATO,” he said.
According to him, Ukraine has already taken certain steps towards NATO membership, which have become pleasant moments in Ukraine's history.
“We particularly appreciate NATO's enhanced partner status, which we received on June 12, 2020. In addition, the 66th Annual Session of the NATO Parliamentary Assembly (November 20-23, 2020, Athens) approved the Declaration ‘NATO 2030: A United and Strong Alliance on the World Stage’,” reminded Ruslan Stefanchuk.
