There was held a committee meeting dedicated to legislative support for establishing the military police service. Representatives of defence-related parliamentary committees and senior military officials took part in the event.
The conferees observed that the current system of law enforcement agencies does not provide effective prevention, detection and investigation of large-scale war crimes during the special period and in areas of the anti-terrorist operation. All of this delivers a very negative impact upon the combat preparedness of the Armed Forces of Ukraine.
The military law enforcement service has currently no authority to investigate war crimes and prosecute perpetrators and is only concerned with their prevention. Two bills on the formation of military police have been drafted to address these issues however they were later on killed by the parliament for some non-compliance reasons.
During the discussion, participants expressed their vision and proposals for reforming the military law enforcement service of the Armed Forces of Ukraine. The committee is going to set up a working task group to draft a new bill on military police.
Committee members underlined that the reform of law enforcement agencies in the military must be approached comprehensively.
As a result of the discussion, the conferees unanimously spoke out for the need to make a new reconciled draft bill on legislative support to reshaping the military law enforcement service into the military police service, and then outlined a tentative plan of actions.
