The Chairperson of the Verkhovna Rada of Ukraine Andriy Parubiy opened the morning plenary meeting.
The Chairman gave the floor to a member of parliament Oleksandr Shevchenko. On behalf of two factions, he severely criticized the ideology of the so called “Russian world”, calling on to put it high on the agenda and pass the bill No. 9139 on amendments to the law of Ukraine “On condemnation of the Сommunist and National Socialist regimes in Ukraine and prohibition of propaganda of their symbolics" (later on rejected upon consideration).
Parliamentarians proceeded to reviewing the issues according to the business of the day.
Laws, bills and resolutions passed
On new salute in the military of Ukraine
--Draft bill No.9036
By 271 ayes, there was passed the bill amending all army
regulations (including the law of Ukraine “On National police") to introduce a
new salute “Slava Ukraini” (Engl. - Glory to Ukraine) – “Heroiam slava” (Engl. -
Glory to Heroes). The bill also refines Ukraine’s state flag-raising ceremony and
swaps the outdated address “tovarysh” (comrade) for a new one – “pan” (or “pani”
– for female soldiers).
On extension of SRDLO local self-governance law
--Draft bill No. 9153
By 247 ayes, there was taken the bill No.9153 “On amendments to the Article 1 of the law of Ukraine “On the special order of local self-governance in separate regions of the Donetsk and Luhansk oblasts”. The bill extends the law’s term of validity until December 31, 2019.
On personal restrictions
--Draft bill No.9157
By validating the resolution No.9157 “On approval of proposals on application of personal special economic and other restrictive measures (sanctions)”, the Verkhovna Rada tables for consideration by the National Security and Defense Council of Ukraine a list of legal entities (Annex 1) that may be subjected to the sanctions as follows:
1. The assets freeze.
2. Prevention of siphoning off the capitals outwards Ukraine.
3. Suspension of fulfilling economic and finance commitments.
4. Revocation or discontinuation of licenses and other permits essential for a specific activity.
5. Ban on use of Ukraine’s radio-frequency resource.
6. Limitation or discontinuation of rendering telecommunication services and the use of public telecommunication networks.
7. Total or partial prohibition to engage in transactions with securities emitted by persons subjected to sanctions under the law of Ukraine “On sanctions”.
8. Ban on issuing permits or licenses of the National Bank of Ukraine for investing abroad and/or placing of currency values overseas.
9. Cessation of issuing permits, licenses for importing and exporting of currency values and limitation of cash disbursements for bank cards emitted by foreign residents.
10. Ban on transfer of technologies, rights to objects of intellectual property rights.
11. Cessation of cultural exchanges, scientific cooperation, entertainment programmes with foreign countries and foreign legal entities.
12. Other sanctions as per the law of Ukraine “On sanctions”.
The parliament commends the council to launch the sanctions against the entities listed in the above annex.
