The Chairperson of the Verkhovna Rada of Ukraine Andriy Parubiy opened the evening session.

 

Parliamentarians honored the memory of the prominent Ukrainian filmmaker Kira Muratova, who had died on June 6.

Then, parliamentarians began consideration of the draft resolution No.8446 of an appeal of the Verkhovna Rada of Ukraine to foreign parliaments, parliamentary assemblies of international organizations, world leaders and the international community in connection with the unlawful verdict of the Moscow City Court  on Roman Sushchenko, a Ukrainian citizen, illegally detained in the Russian Federation. The draft was taken by 238 ayes.

On streamlining pre-trial investigations: Draft bill No.7279-d

Taken on the first reading was there the bill amending some laws of Ukraine in order to facilitate a pre-trial investigation procedure for certain sorts of criminal offences.

The bill proposes to define the principles and criteria for sorting out criminal offenses and crimes, and to change the classification of criminal offenses to a criminal misconduct (de minimis infraction), a misdemeanor offense, a serious (felony) and an extremely serious (gravest, capital) crime. The instrument also provides for other procedural changes capable of facilitating the whole realm of prejudicial inquiry.

On Roman Sushchenko: Draft resolution No.8446

The Verkhovna Rada of Ukraine condemned the illegal decision of the Moscow City Court on Roman Sushchenko, a citizen of Ukraine, and approved the Appeal of the Verkhovna Rada of Ukraine to parliaments of foreign states, parliamentary assemblies of international organizations, world leaders and the international community in connection with the illegal jail inmate.

The paper requires the Russian Federation to immediately stop the purposeful violation of the human rights and freedoms, to cancel the illegal decision on the Roman Sushchenko’s case, to release him and ensure his unimpeded return to Ukraine.

The document calls on the international community to condemn the aggressive policy of the Russian Federation and to intensify pressure on Russia to stop politically motivated harassment and persecution against citizens of Ukraine, release and return of Roman Sushchenko and other illegally detained political prisoners back to Ukraine immediately.

The appeal also calls on all states of the world, international organizations and institutions to urge new sanctions against the Russian Federation in connection with its continued and numerous violations of the human rights and political persecutions; encourages the international community to promote prosecution of all those involved in the systemic human rights violations by the Russian Federation and politically motivated persecution of Ukrainian citizens.

 

On a Ukraine-France treaty ratification: Draft bill No.0189

The Parliament has ratified a bilateral agreement (Ukraine-France) made in May in Paris on official support to establishment of an integrated system of aviation security and civil protection in Ukraine. The treaty provides for a loan of up to EUR 475 million to Ukraine for purchasing 55 helicopters and the joint products, works and services needful to create a unified (integrated) aviation security and civil protection system.

 

On legal amendments in commercial accounting of thermal energy and water supply: Draft bill No.8424

The bill adopted amends the law of Ukraine on commercial accounting of thermal energy and water supply and the law of Ukraine on housing and communal services with the aim to postpone the deadlines for application of financial sanctions for breach of commercial accounting legislation.

The law puts off until September 1, 2019 the sanctions against businesses for non-compliance with mounting terms of thermal energy and water supply meters (counters) and postpones enactment of the law on housing and communal services until May 1, 2019.  

 

On interim committee of inquiry: Draft resolution No.8434

The Parliament has resolved to launch an interim committee of inquiry to investigate an alleged wide military peculation (in the Armed Forces of Ukraine) aggravated by a would-be detriment to the national defence capability within the period of 2004-2017.

The committee shall focus on misapplication of funds allocated to finance the army and unlawful sales of munitions in 2004-2017 -- with the aim either to confirm or disprove the facts given. 12 angry men shall form the bench of the tribunal of inquiry. The body is to be headed by Ivan Vinnyk, MP, the chief-elect, with Dmytro Linko, MP, as his deputy.
