Committee Chairman Serhii Vlasenko thanked for active and fruitful work of Project in Ukraine and stated "that the work done is particularly relevant in terms of the reform of decentralization of power, challenging socio-economic situation and the war in eastern Ukraine, where any positive achievements or successful example of solving existing problems gives hope for the future."
In particular, the head of Committee noted achievement
of significant results in popularizing of mechanisms of inter-municipal cooperation,
said that the project in Ukraine has already successful examples of
implementation of mechanisms for inter-municipal cooperation. Chairman of the
Committee stressed that this mechanism is underestimated in the Ukraine and there
are problems on the way towards strengthening, solution of which is a major
challenge for the future. Among these problems Serhii Vlasenko pointed out a
lack of proper skill level of local authorities, and even their ignorance of
the fact that the legislation Ukraine provides opportunities for cooperation.
However, he noted that where explanatory work is conducted, representatives of
local authorities show great interest in the dissemination of existing
experience within their communities. In particular, the Chairman of the
Committee gave the example of a meeting with local authorities of Cherkasy
region which was attended by representatives of Poltava region which through Project became a leader among the
regions of Ukraine in the implementation of mechanisms of inter-municipal
cooperation. As a result of this meeting work in the Cherkasy region was activated.
The Project also supports the Committee in carrying out activities that are important for the dissemination of received experience. Thus, in the period 2015 - 2016 several committee hearings and roundtables on these issues were held in cooperation with Project. On June 10, 2016 with the assistance of the Project round table has been planned in Poltava on implementation of the Law of Ukraine "On cooperation of local communities." Participants called for continued cooperation.
