Statement of the Radical Party and Batkivschyna factions was read out by the leader of the Radical Party faction Oleh Liashko.
People's deputies made statements, announcements and proposals.
They approved the Resolution "On the Appeal of the Verkhovna Rada of Ukraine to the United Nations, the European Parliament, the Parliamentary Assembly of the Council of Europe, the OSCE Parliamentary Assembly, world leaders and all members of the international community regarding the commemoration of the victims of the genocide of the Crimean Tatar people and the condemnation of violations by the Russian Federation of the rights and freedoms of Crimean Tatars."
The people's deputies approved the Appeal of the Verkhovna Rada of Ukraine to the United Nations, the European Parliament, the Parliamentary Assembly of the Council of Europe, the OSCE Parliamentary Assembly, world leaders and all members of the international community regarding the commemoration of the victims of the genocide of the Crimean Tatar people and the condemnation of violations by the Russian Federation of the rights and freedoms of Crimean Tatars.
Chairperson of the Verkhovna Rada of Ukraine was tasked to immediately send the text of the Appeal to the United Nations, the European Parliament, the Parliamentary Assembly of the Council of Europe, the OSCE Parliamentary Assembly, and also ensure sending the text of the Appeal to the world leaders.
The Appeal reads the following:
"Reaffirming its respect for the United Nations Charter, Universal Declaration of Human Rights of 1948, Convention for the Protection of Human Rights and Fundamental Freedoms of 1950, International Covenant on Civil and Political Rights of 1966, Framework Convention for the Protection of National Minorities of 1995, the United Nations Declaration on the Rights of Indigenous Peoples of 2007, and Convention on the Prevention and Punishment of the Crime of Genocide of 1948;
Noting that the respect for the human rights and fundamental freedoms is the obligation of each state erga omnes, and that violation thereof is inadmissible and must be condemned unanimously by the international community;
Reconfirming Ukraine’s respect for norms of international law and commitment to the principles of protection of indigenous peoples and national minorities;
Recalling that systematic violations of human rights are the ground for bringing the state to the international legal responsibility;
Stressing that the Russian Federation continues aggressive actions against Ukraine;
Condemning the occupation and illegal annexation of Crimea by the Russian Federation;
Taking into consideration the Statement of the Verkhovna Rada of Ukraine concerning guaranteeing the rights of the Crimean Tatar people within the Ukrainian State;
Recalling the recognition by Ukraine of Crimean Tatars as an indigenous people of Ukraine;
Reaffirming that the deportation of Crimean Tatars from the peninsula in 1944, is the genocide of the Crimean Tatar people;
Condemning widespread and systemic violations of Crimean Tatars' rights by the Russian Federation in the territory of the occupied Crimean peninsular;
Confirming the right of the Crimean Tatar people to self-determination as a part of the sovereign and independent Ukrainian State;
Confirming the recognition of the Mejlis of the Crimean Tatar People as the executive body of the Kurultai of the Crimean Tatar people, and of the Kurultai as the highest representative body of the Crimean Tatar people;
Condemning the ban on and the obstruction of the operations of the Mejlis and the persecution of its representatives;
Honoring the memory of innocent victims of criminal deportation of the Crimean Tatar people committed by the Communist totalitarian regime on 18 May 1944, as well as of the victims of illegal acts by the Russian occupational government in the Autonomous Republic of Crimea and the city of Sevastopol in 2014-2016;
the Verkhovna Rada of Ukraine:
Stresses that the systemic pressure on the Crimean Tatar people, repressions against citizens of Ukraine on the ground of national origin, organization of ethnically and politically motivated prosecutions of the Crimean Tatars, their bodies such as the Mejlis of the Crimean Tatar people and the Kurultai of the Crimean Tatar people in the temporarily occupied territory of Ukraine by the public authorities of the Russian Federation, starting from the first day of the temporary occupation, is a deliberate policy of ethnocide of the Crimean Tatar people;
Demands that the Russian Federation cease immediately the policy of violation of human rights and civil freedoms in Crimea, which constitutes an integral part of the sovereign territory of Ukraine, including the rights of Crimean Tatars as an indigenous people of Ukraine;
Calls on the international community to condemn the activities of the Russian Federation's occupation government aimed at banning the Mejlis of the Crimean Tatar people in the territory of the peninsula, and calls on all world leaders and recognized public figures to make the necessary efforts to protect Crimean Tatars from discrimination and persecution by the Russian Federation;
Calls on the international community to recognize the deportation of Crimean Tatars from the peninsula in 1944 as a genocide of the Crimean Tatar people;
Calls on all the countries and international organizations and institutions to commemorate on May 18, the Day of Remembrance for the victims of Crimean Tatar genocide, the memory of innocent victims of the criminal deportation of the Crimean Tatar people committed by the Communist totalitarian regime, as well as victims of illegal acts by the Russian occupational government;
Calls on the international community to support actions aimed at bringing to justice all those responsible for the illegal occupation and annexation of Crimea, and for the systematic and widespread human rights violations in the occupied territory of Ukraine."
