During the meeting the Ukrainian delegation had the opportunity to familiarize itself with the history of the KSAP, which has operated since 1991, the place and role of the institution in the public administration of the Republic of Poland, etc.

In particular, Jan Pastwa said that the main mission of the KSAP is to prepare professional and impartial civil servants who are ready and able to work for the general welfare. However, unlike the National Academy of Public Administration under the President of Ukraine, the KSAP is not a higher education institution.

KSAP students are enrolled for the training though open and competitive procedures provided their compliance with the age requirements (up to 32 years) and the availability of higher education degree (not lower than master's degree). During the training, which lasts 19 months full time, KSAP students obtain corresponding knowledge and skills needed for work in public administration both in the country and in other countries of the European Union. In particular, students learn organization and principles of public service, up-to-date concepts in the field of public administration, methods of policy analysis and evaluation, existing mechanisms of government-civil environment relationships, etc.

In addition, in order to properly train KSAP students to effectively represent Poland at corresponding forums of the EU, where important decisions are made, the students receive theoretical and practical knowledge on the formation of foreign policy in the framework of the European Union. Among other things, during the training conducted is a deep analysis of national government bodies' participation in the process of decision-making at the EU level, considered are the issues touching the implementation of the EU legislation at the national level.

Given the Committee's sphere of competence, the delegation members were particularly interested in information on the Law of the Republic of Poland on public service in terms of its basic principles, namely division of posts on the political and administrative ones, political neutrality of civil servants, integrity and efficiency, independence of the civil service employees from changes in political leadership of the country and government bodies. At the same time, KSAP Director emphasized on the constant, dynamic modernization of the legislation in this area, which is actually changing with each change of the government.

During the report, Jan Pastwa also provided the delegation members with information on peculiarities of organization of the system of public administration in Poland, the order of formation and spheres of competence of the branches of power, and the system of local self-government.
