Opening the concluding part of the high-level conference in the European Parliament within the framework of the Ukraine Week, co-chair / former President of the European Parliament Pat Cox noted: "Currently we are following the way of acknowledgement. We are studying, and it is high time the recommendations to make the process more effective."
Mr. Cox noted that the European Parliament institutions are confident that they themselves have to reconsider their concept of support for Ukraine.
He said that it was the first time the two parties signed respective agreement.
"I'd like to address all our international partners, national parliaments, governmental organizations: we have such privileges, experience in cooperation with the Verkhovna Rada and we already have retrospective views of all the path of reforms as well as of all that we still have to do in the future. That transformation will not be easy and will cost us certain efforts. Thus, we have to assist and double our efforts to help Ukraine and provide required resources to ensure the maximum possible effect."
Deputy Secretary General for the External Action Service of the European Union Helga Schmid noted the necessity for deepening of partnership relations between Ukraine and the European Union.
"During the Ukraine Week we discussed the judicial reform in Ukraine. The problems with the fight against corruption. Ukraine has to decide itself what to do on its European path," she said.
According to Helga Schmid, the Pat Cox's report on the work of the Ukrainian Parliament is a weighty contribution to the common goal of assistance in implementation of reforms in Ukraine.
"Ukraine is a Europe's key partner within the framework of the Eastern Partnership. At the meeting dedicated to this issue, we will decided how to build our relations with Ukraine. Ukraine has to work on the reforms to move closer towards Europe. Do not abandon your goals," she said.
According to the Deputy Secretary General, the Ukrainian Government has to be accountable to the Parliament. At the same time, the European Union will keep its promise to support Ukraine.
"We have given our clear comment on the Russia's actions — annexation of Crimea and Sevastopol and aggression in Donbas. So all our agreements must be realized to let Ukraine regain control over its own borders," Helga Schmid said.
Chair of the Delegation to the EU-Ukraine Parliamentary Association Committee Andrej Plenkovic said: "It is a very important signal for the European stability, for European values and to show solidarity of the European Union with Ukraine."
He said that the Ukraine Week was a creative platform for cooperation between the colleagues from both European and Ukrainian parliaments letting them discuss certain issues. He added that over those two days European officials shared their vision with the Ukrainian colleagues.
Head of the Delegation of the Verkhovna Rada of Ukraine to the EU-Ukraine Parliamentary Association Committee Ostap Semerak thanked the Pat Cox's Mission for the work done in Ukraine. "It was very effective. The report presented by Mr. Cox does not contain instructions, however, it gives an opportunity to acknowledge the state of affairs in Ukraine and to decide what to do," he noted.
According to the speaker, the most important priority in the work of Ukraine on the way to European integration is the adaptation and harmonization of the Ukrainian legislation with the legislation of the EU. "We have to do it as the European path of Ukraine is the will of the Ukrainian people expressed through the Revolution of Dignity," he said. "I call on both Ukraine and the European Union to speed up their work. We have not yet formed a clear plan. The European Parliament has to continue its work in Ukraine. I'd like the EU-Ukraine Parliamentary Association Committee to be one of the instruments of control over our work," Ostap Semerak said.
Before the signature of the Agreement on cooperation in the administrative sector between the General Secretariat of the European Parliament and the Secretariat of the Verkhovna Rada of Ukraine, First Deputy Head of the Verkhovna Rada Secretariat Volodymyr Slyshynskyi said: "Such Agreement is signed for the first time in history. We have to do our best to do this work and implement the plan elaborated by the monitoring commission."
On the part of the General Secretariat, the Agreement was signed by Secretary General of the European Parliament Klaus Welle and on the part of the Ukrainian Parliament — by Acting Chairperson of the Secretariat of the Verkhovna Rada of Ukraine Volodymyr Slyshynskyi.
Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman noted that "the Verkhovna Rada has to become an Authority the capacity building will start with in Ukraine."
He noted that the Ukraine Week event has an opportunity to build unprecedented relations with the European parliamentarians.
"Ukraine is facing huge challenges both in the field of external policy related to the aggression and internal policy — economic, judicial reforms and fight against corruption. Thus, we have to find out what exactly to change in one or another sector," Groysman said.
"We have to clarify the tasks and understand what to do in every field," he said.
He also said that a number of important tasks require settlement: national economy reform, defense sector reform, judicial reform, public service reform, decentralization of power — "the result of these reforms depends on our professionalism and abilities."
Groysman also said that Ukraine and the European Union have to be strong in overcoming joint challenges. "We have to guarantee peace over the whole European continent forever," Groysman noted.
He expressed hope that every people's deputy, every leader of Verkhovna Rada factions and chairperson of every Verkhovna Rada committee will remain one single team able "to ensure changes and show success for the whole Ukrainian society."
"The Plan must be implemented. Together we will have to elaborate a joint action plan and use our political will in embodiment of the plan," the Chairperson of the Ukrainian Parliament said having expressed confidence that the Action Plan would be realized rapidly with the help of the world community.
Groysman said that both external challenges and internal problems require respective response. "We have to clarify the tasks and understand what to do in every field," he said.
