The Bills (Reg. No. 1060, Reg. No. 1060-1) envisage holding election of town mayors by majority voted system of absolute majority in unitary single member constituency, limits of which coincide with the town limits according to the current administrative-territorial system.

The Committee members stated that, pursuant to the Bills, the candidate who polled more than a half of votes of electors who took part in the voting is to be considered elected mayor. If no candidate polled more than 50 per cent of votes in the first round, then the second round will be held between two candidates who polled the biggest number of electors´ votes. The candidate who polled more electors´ votes will be considered elected as a result of the second round of voting.

The People´s Deputies emphasized that the Bills envisage introducing majority voted system of absolute majority only for election of town mayors, while election system for village and settlement mayors remains unaltered.  The Committee members believe that such differentiation in procedure of holding election to the posts of the highest officials of territorial communities is not justified, because, pursuant to the Constitution of Ukraine, the character and legal status of positions of village, settlement and town mayors are, on the whole, identical. Moreover, imperfection of effective electoral system which is the reason for submitting the Bill, pursuant to the Explanatory Note, may in no smaller (or even greater) extent reveal during the election of village or settlement mayor. 

The Committee passed a resolution to unify these Bills with the similar Bill (Reg. No. 1060-2), revise them and consider at the next meeting.
