The materials provided by the Committee list the ideas behind the creation of these Euro-regions:  encouraging the development of trans-border links and realisation of joint projects related to investments, trade, environment, rational nature management, research, culture, etc.

 

In the Euro-region 'Buh', for instance, a number of projects and programmes have been launched to modernize the border infrastructure, intensify the capacity-building process and improve environmental protection and local government.

 

The largest projects include construction of the second bridge passage across the Western Buh River, near the International motor car  Check-point Yahodyn/Dorogusk, the opening of the first stage of the Yahodyn Check-point of International vehicle transport communication across the Ukrainian Border, the introduction of common Customs and Border Control practice at the Ustyluh/Zosin Border Crossing, etc.

Within the framework of 'The Ukrainian-Polish Agency for Trans-border Cooperation Building a Future Together', a joint Polish-Ukrainian strategy has been worked out for Trans-border collaboration between the Lublin and Subcarpathian Voivodships and the Volhynian and Lviv Regions in 2005/15, laying down the priority sectors for the attraction of financial resources to encourage Trans-border co-operation in this Region, including International technical aid.

 

 The 'Dnipro' Euro-region Council for Frontier Co-operation has adopted the ‘Action Plan 2007´ for tri-lateral co-operation among the Regions covered.

 

The Committee emphasises the positive trends in the external economic activities of those Ukrainian regions which are within Euro-regions. They see a growing number of joint-ventures, increasing investments, and greater employment resulting from the implementation of Trans-border projects.

 

However, the People's Deputies consider that the Trans-border cooperation extension rates and the involvement of Regions in this cooperation is insufficient. The efficiency of Trans-border co-operation and Euro-region's operation must be improved through the enhancing of their organisational and institutional components.

 

V. Shybko, Chairman of the Committee, therefore considers that European methods for their organisation should be employed, based on the activities of public organisations at the local authorities.. Equally requiring improvements, according to the People's Deputy, is the structure of the working bodies. Among other necessary steps, he mentions the professional training of personnel within the managing bodies,. and engaging those public organisations, operating in the frontier areas, in the activities entered into by the Euro-regions.

 

For Reference: The Euro-region 'Buh' (set-up in 1999) embraces the Volhynian Region together with Chelm, Lulbin,, Tarnobrzeg, Zamosc, Biala Podlaska Voivodships of the Republic of Poland ( following the Administrative Reform in 1999, the Polish sector is now represented in the Euro-region by the Lublin Voivodship) and the Brest Region of the Republic of Belarus. Its Associated Members are the Zhovkva and Sokal Districts of the Lviv Region of Ukraine.

The 'Dnipro' Euro-region (created in 2003) embraces the Chernihiv Region (Ukraine), Briansk (Russian Federation) and Gomel (Republic of Belarus) Regions. The Zhytomyr Region entered into a cooperation last year, according to a relevant decision.
