The draft resolution was presented by the parliament member of Great Britain Tony Lloyd at the Committee meeting. The resolution was adopted after consideration of nine amendments to it.

In particular, the reporter stated that the OSCE Parliamentary Assembly appeals to the OSCE participating States for establishment of national human rights organizations according to The Paris Principles, performing necessary actions for securing their independence and taking measures for establishing cooperation with other representatives of civil society.

The Parliamentary Assembly expresses gratitude to the OSCE and the Office for Democratic Institutions and Human Rights (ODIHR) for rendering regular assistance to the participating States in this issue, especially by analyzing laws concerning human rights and basic liberties, due to their connection with the activity of human rights activists, and for the preparation and publication of Fundamental Principles concerning freedom of assembly.

According to the Resolution, the Assembly admits significance of the parliament members in their countries within this issue, and affirms its decision to adhere to the obligations assumed at the national assemblies, and to promote their implementation.

 The parliament members advise the OSCE parliamentary delegations to establish active cooperation with human rights activists and national organizations in their countries, exploiting the OSCE/ODIHR assistance and all available resources.

The participants of the meeting emphasize the importance of providing due financing of the OSCE/ODIHR in case of need, especially of the Human Rights Coordination Center, in order to support their activity.

The Parliamentary Assembly calls for expansion of participation of human rights activists and national organizations of the OSCE participating States in the institutional bodies, including their involvement in the actions of the Permanent Council and Ministerial Council.
