The representative of Ukrainian delegation Kateryna Levchenko was the main author and speaker on this issue. The Resolution was adopted after consideration of thirteen amendments to it.
In this document the OSCE Parliamentary Assembly makes an appeal to the international community for support of coordination and intensification of cooperation in this field on the international and national levels. At the same time, the parliament members warn against "development and implementation of discriminatory schemes for prevention of human trafficking based on the prohibition and limitation of the freedom of movement."
The parliament members call for support and implementation of tolerance towards the victims, respect of their rights, and protection of the victims in spite of their wish or reluctance to cooperate with the law-enforcing bodies.
The Committee members emphasize the importance of international cooperation between the law-enforcing bodies for effective prosecution of criminals and conclusion of bilateral and multilateral agreements in this field.
The Assembly supports the activities of the civil society institutes and nongovernmental organizations as important entities of rendering assistance to the victims, conduct of preventative work, lobbying legislative amendments, based on the principles of human rights protection.
The members of the Parliamentary Assembly call for intensification of effectiveness of the victims´ legal defense, nondiscriminatory and tolerant treatment of the victims, rendering free State legal assistance to them; they support intensification of cooperation between the countries, international and nongovernmental organizations in this field.
At the Committee meeting it was stated that any actions concerning counteraction to the human trafficking should not negatively influence or violate rights of the people involved in the process of human trafficking. Such actions should comply with the regulations, standards and principles of the international human rights system.
