“Ukraine remains an object of military aggression carried out by the Russian Federation. It carries it out, inter alia, through its supporting terror attacks,” said Verkhovna Rada deputy and member of the Verkhovna Rada delegation Liudmyla Denysova at the meeting of the IPU Assembly entitled “Role of parliamentarians in counteraction to terrorism.”
The meeting took place in Hanoi (Vietnam) on March 30, 2015.
Liudmyla Denysova noted that Russia and Russia-supported terrorists do not want to implement the Minsk agreements, which remain the only internationally-acknowledged fundamental document aimed at peaceful settlement of the conflict.
“Since the start of the aggression in late February 2014, the Russian Federation on a regular basis violates commonly-acknowledged terms of the international law, human rights, inter alia, right to life of Ukrainian civilians, who have become hostages on the occupied territory of Donbas. Cynicism of the Kremlin’s aggression, which includes active support of the terrorists at the state level, turns the killing of innocent civilians into everyday occurrence. The delegation of deputies of the Russian Federation is now present at this hall, they were among the others to allow the introduction of troops to Ukraine,” Denysova said.
She added that Russia does not fulfill its obligations under the universally recognized rules of the international law and all the agreements reached so far: "Crimea is still occupied, and demands of the democratic community to stop aggression, withdraw military hardware and troops are ignored by Kremlin."
Denysova noted that in this regard the Verkhovna Rada of Ukraine declared the Russian Federation an aggressor state and called on international partners of Ukraine to prevent from impunity of the guilty of crimes against humanity committed since the start of Russia’s aggression against Ukraine.
“The Verkhovna Rada of Ukraine calls for declaring the Russian Federation an aggressor state, which comprehensively supports terrorism and blocks activity of the UN Security Council putting in jeopardy the international peace and security. The Ukrainian Parliament also calls for declaring so-called DPR and LPR [self-proclaimed Donetsk and Luhansk people's republics] terror organizations,” Denysova noted.
Besides, the Ukrainian Parliament calls for toughening of the pressure on the Russian Federation, inter alia, through the introduction of new sanctions, in order to make the Russian authorities to completely implement all the items of the Minsk agreements.
“Authorities of the Russian delegation to the Parliamentary Assembly of the Council of Europe must be limited unless the Russian Federation stops ignoring demands of the international democratic community,” Denysova said.
The people's deputy called for provision of Ukraine with required military assistance in order to raise its defense capacity; for expansion of humanitarian aid for civilians-victims of the conflict and internally-displaced persons; and for assistance to restoration of vital infrastructure in Donbas.
“We call on the world community to acknowledge the fact of aggression against Ukraine, occupation of its territory, and toughen the demands as to the observing of internationally recognized borders of Ukraine, preventing from dangerous precedent in a from of grave violation of world order and security system shaped after the Second World War,” the deputy noted.
