The First Deputy Speaker of the Verkhovna Rada of Ukraine, Oleksandr Korniienko, took part in a "Strasbourg format" meeting dedicated to discussing the results of implementing the decentralization reform in Ukraine and improving cooperation between different levels of local self-authorities.

During his speech, Oleksandr Korniienko noted that several years have passed since the establishment of amalgamated territorial communities (ATCs) in Ukraine, allowing for a comprehensive evaluation of the outcomes of these changes. 

"During this period we accumulated significant professional experience. We have a real basis for comparison and a clear understanding of how these changes have systematically impacted the local and regional levels," noted Oleksandr Korniienko.

He emphasised that Ukraine is a large state with extensive regional structure, which is why it is important to organize cooperation between different levels of government. 

In conclusion, the First Deputy Speaker emphasised that the decentralisation reform must be completed through amendments to the Constitution of Ukraine.

"The decentralisation reform must be completed constitutionally, especially regarding the sub-regional level that we discuss so frequently," stressed Oleksandr Korniienko.
