On 26 December 2026, the inaugural meeting of the Working Group on the preparation of comprehensive legislative proposals on the specifics of the procedure for organising and conducting elections in a special period and/or post-war elections in Ukraine took place, which was broadcast online.
The event was chaired by First Deputy Speaker of the Verkhovna Rada of Ukraine Oleksandr Korniienko and attended by representatives of the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the Central Election Commission, law enforcement agencies, civil society organisations and experts.
During the meeting, the Working Group's procedures and rules of procedure were discussed, and the next steps and priorities were identified. A separate item on the agenda was the hearing of the Central Election Commission's report on the organisational challenges of preparing and conducting elections in special circumstances and/or post-war elections, as well as possible ways of regulating them legislatively.
As of today, the working group consists of 64 members, including representatives of all parliamentary factions and groups, the Office of the President of Ukraine, the Cabinet of Ministers, military structures, the Central Election Commission, public organisations, the Supreme Court and expert circles.
The working group's work on preparing legislative proposals for holding elections in special or post-war conditions will be carried out as openly and transparently as possible.
The next meeting of the Working Group is scheduled for the first half of January 2026, no later than 9 January. Additionally, work will continue in subgroups.
