"Ukraine always returns for its people and territories — this is the essence of our state. We will face a number of challenges, including economic, demographic and legal ones. We have to keep all the questions in focus in order to be able to answer them relatively quickly," said Oleksandr Korniienko, the First Deputy Chairman of the Verkhovna Rada of Ukraine, during a panel on state policy and vision of institutional restoration of territories after de-occupation at the conference "From (de)occupation to open democratic governance".

He also noted that the challenge for Ukraine will be to prepare a talent pool that will work in the liberated territories, as well as to develop mechanisms to encourage business return or creation.

"Good governance is a "point of application" of many resources, good governance concerns demography, economy, politics, public administration, territorial development, agriculture, etc.

"We have to prepare these personnel reserves so that when we return to the liberated territories, we have a team that will do it effectively," said the First Deputy Chairman of the Verkhovna Rada of Ukraine.

In conclusion, the First Vice-Speaker expressed his gratitude to all the participants for the professional discussion.

The conference was held within the framework of the project "Formation of Conceptual and Legal Framework for the Institutional Restoration of Donbas", implemented by the NGO "Association for the Promotion of Community Self-Organisation" in partnership with the NGO "Centre of Policy and Legal Reform", NGO "Luhansk Oblast Civil Initiative" and NGO "Association "Renaissance and Development", with the support of the International Renaissance Foundation.

The event was organised within the framework of the Global Open Government Week in partnership with the Congress of Local and Regional Authorities under the President of Ukraine and the Ministry of Communities, Territories and Infrastructure Development of Ukraine.
