This was stated by the Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk during the discussion at the round table «Cooperation with the OECD and new horizons for the Ukrainian anti-corruption agenda: responsibility of legal entities», which took place today in Kyiv.
«Ukraine has recently been participating in the working group of the Organization for Economic Cooperation and Development on combating bribery in international commercial transactions. And today another professional conversation took place, the purpose of which is to outline ways to improve the existing means of combating corruption, » said Ruslan Stefanchuk.
In particular, he stressed that the issue of combating corruption is becoming more and more important for the future of our country every year, because this summer Ukraine has become a candidate for EU membership. And this, according to him, imposes additional responsibility on the Parliament of Ukraine in adapting the national legislation to the European one, including in the issues of combating corruption.
«The Parliament is working on the process that minimizes the impact of corruption on the state. Therefore, it is very important that based on the constructions that we are implementing in our legislative field, the efficiency factor will turn into the effective one that they gave Ukraine to eradicate this phenomenon, » noted the Chairman of the Verkhovna Rada of Ukraine.
At the same time, he stressed that the issue of criminal liability of legal entities requires professional discussion. This concept, in his opinion, is not fully implemented in the society and there is a certain inconsistency in legal activities.
«There are some institutions that have worked, for example, in the successful application of civil forfeiture. But together we have to develop a mechanism that will be based on the best practices of the leading countries of the world in the field of anti-corruption activities, in particular, in bringing to justice an official, respectively, and a legal entity, » stressed Ruslan Stefanchuk. He noted that in this process it is important not only to implement, but also to make the implemented tools effective and efficient in the Ukrainian legal field.
The Chairman of the Verkhovna Rada of Ukraine also called on the present experts to join the parliamentarians in developing specific legislative proposals on law enforcement.
«Corruption should have no place in our lives. Today we must make every effort to clean the economic sphere from its manifestations. This will provide us with additional resources, which are now so necessary in the fight against the aggressor state, » stressed Ruslan Stefanchuk at the end of his speech.
