The First Deputy Chairman of the Verkhovna Rada of Ukraine Oleksandr Korniienko took part in an international round table dedicated to the Local Self-Government Day: “Local self-government in the context of Ukraine’s restoration: challenges and prospects”.

“Local self-government is fighting just like the frontline. Our brave mayors and deputies, thousands of local self-government employees – all those who ensure this activity on a daily basis. We always remember the heroism and pay eternal tribute to the fallen for Ukraine,” Oleksandr Korniienko emphasized.

The First Vice-Speaker noted that in recent years, local self-government has faced three main challenges: the Covid-19 pandemic, local elections and the unrelenting war launched by russia against Ukraine. “That is why self-government now needs advice, assistance, scientific view more than ever – we as legislators also need this to better organize these things and work on them more deeply,” he stressed.

In addition, Oleksandr Korniienko said that since the beginning of the introduction of the legal regime of martial law, the Verkhovna Rada of Ukraine has adopted several serious and fundamental changes to the legislation concerning local self-government: “In fact, they have created an updated framework for local self-government during martial law.” He added that the mentioned framework includes the achievements of previous periods related to decentralization and the success of this reform, recognized by the European community as one of the most successful Ukrainian reforms.

“All practical developments should be recorded in scientific works, notes, so that later, when we win, we can continue to build a renewed country,” the First Deputy Chairman of the Parliament of Ukraine emphasized. This, in particular, concerns bringing the decentralization reform to its logical conclusion, consolidating the rights of communities and a new distribution of responsibilities and competencies: “The Verkhovna Rada of Ukraine will also rely on scientific achievements in this matter, which will be jointly discussed.”

“We will fight, fight and win together with international partners, join the European Union and NATO, rebuild Ukraine and the newest system of world security,” the First Deputy Chairman of the Verkhovna Rada of Ukraine Oleksandr Korniienko concluded.

For reference. The event was organized by the Educational and Research Institute of Public Administration and Civil Service of Taras Shevchenko National University of Kyiv.

In particular, the round table is devoted to the identification and discussion of the main social transformations related to the need for reconstruction and comprehensive restoration of territories in the post-war period; allocation of conceptual approaches and dominants of further development of local self-government in the context of modern challenges to develop practical recommendations.
