The Chief of Staff of the Verkhovna Rada of Ukraine Vyacheslav Shtuchnyi and Head of the Office of the Seimas of the Republic of Lithuania Modestas Gelbuda signed a Memorandum of Cooperation on December 6 in Vilnius (Lithuania).
The document was signed in the presence of the heads of both parliaments Ruslan Stefanchuk and Victoria Chmilite-Nielsen.
The act was signed in order to transfer knowledge in European issues and establish principles and methods of cooperation between the Parties.
In particular, the Memorandum provides for cooperation to improve the effectiveness of parliaments, especially in parliamentary oversight and harmonization of Ukrainian legislation with the EU acquis; strengthening the role of parliaments and parliamentary diplomacy; strengthening inter-institutional dialogue; creating opportunities for development and participation in international institutional cooperation projects of the European Union and technical assistance projects.
According to the document, the Secretariat of the Verkhovna Rada of Ukraine and the Office of the Seimas of the Republic of Lithuania will cooperate in the framework of partnership through the transfer of knowledge, experience and best practices in the organization of parliamentary work, in particular in the field of European integration; parliamentary control in the field of European integration; adaptation and harmonization of national legislation with the European one, etc.
In addition, the Memorandum stipulates that the Parties will develop mutual cooperation in the areas of common interest through intensive dialogue and cooperation to build the capacity of expert services of parliaments, communication and exchange of information; transfer of professional experience in the process of accession to the European Union; joint promotion of the importance of the role of national parliaments in the process of European integration, etc.
The document also emphasizes the expansion of contacts between the Research Service of the Verkhovna Rada of Ukraine and the Research Department of the Seimas of the Republic of Lithuania to strengthen relations and assess the possibilities of future cooperation through the exchange of visits, information and experience.
