The Chairperson of The Verkhovna Rada of Ukraine discussed the issue of Decentralization in Ukraine with the Secretary General of the Congress of Local and Regional Authorities of the Council of Europe

Chairperson of The Verkhovna Rada of Ukraine Dmytro Razumkov met with Secretary General of the Congress of Local and Regional Authorities of the Council of Europe Andreas Kiefer during the working trip to Odesa Region. The participants of the meeting discussed the course of decentralization in Ukraine. Dmytro Razumkov noted that Ukraine appreciates the support of the reforms by the Congress of Local and Regional Authorities of the Council of Europe.
"The issue of decentralization is on the agenda of the Verkhovna Rada," he said, noting that the reform could be fully implemented after the amendments to the Constitution of Ukraine.
"I constantly call on the relevant Committee, which is currently preparing the draft Law to ensure that the document will be consistent as possible with all parties to this process," said the Speaker of the Ukrainian Parliament.
He added that the draft law on amendments to the Constitution on decentralization at the stage of preparation should be agreed both between the Parliamentary Factions and Groups of the Verkhovna Rada of Ukraine, and with representatives of local self-government.

According to Dmytro Razumkov, close communication with local authorities is important in this matter. He also added that the implementation of the decentralization reform is one of the main issues facing the Verkhovna Rada of the IX Convocation.
At the same time, Dmytro Razumkov noted that the Parliament has already adopted the number of draft laws related to this reform, in particular, on the functioning of the institution of elders and the transfer of state-owned lands to territorial communities.
