Open, sincere dialogue between different levels of government is one of the main conditions for resolving many important issues for the state. This was stated by Chairperson of The Verkhovna Rada of Ukraine Dmytro Razumkov during his participation in the 16th Ukrainian Municipal Forum in Odesa.
"Without the Verkhovna Rada, it will be difficult to implement the reforms and changes that communities expect. At the same time, without the support of local authorities, we will not be able to implement all the tasks and overcome the challenges facing Ukraine today," Dmytro Razumkov stressed. He noted that the dialogue between the authorities may not always be easy, but it is important for the implementation of the tasks facing the state.
The Speaker of the Parliament noted that the Verkhovna Rada IX has resumed the work of the Advisory Council on Local Self-Government, which includes representatives of relevant committees and associations. "I think this is an effective platform that can be a field for resolving many issues," he added.
According to Dmytro Razumkov, the last meeting of the Advisory Board was devoted to a number of issues, including the settlement of the situation with tariffs.  He noted that the adoption of the Law of Ukraine "On measures aimed at overcoming the crisis and ensuring financial stability in the natural gas market" was important.

At the same time, the Speaker of the Parliament noted that any changes in the tariff policy should be predictable and "not become a shock therapy".
He also noted that the completion of the decentralization reform and the strengthening of the capacity of territorial communities remain important issues for the Verkhovna Rada.
According to Dmytro Razumkov, the Parliament is currently debating the tax changes provided by the draft Law No.5600 (Draft Law "On Amendments to the Tax Code of Ukraine and Certain Legislative Acts of Ukraine to Ensure Balanced Budget Revenues").
The Chairperson of the Verkhovna Rada also noted that the adoption of the draft law "On Amendments to the Law of Ukraine "On Industrial Parks" aimed at attracting investments into the industrial sector of the economy by introducing incentives in industrial parks" (No. 4416-1) will allow communities to attract new investment (No. 4416-1).
