It is formed on a competitive basis, is independent, public, will not require additional costs for its activities. The organizational process of the commission's work will actually be provided by the NAPC," he said. According to the Speaker of the Parliament, in order to avoid a conflict of interest, an independent body, not the National Security and Defense Council, has to determine the list of oligarchs.
Dmytro Razumkov noted that he supports the idea of ??declaring meetings with business representatives by officials, which is enshrined in the draft Law on Prevention of Threats to National Security Related to Excessive Influence of Persons Who Have Significant Economic or Political Weight in Public Life (Oligarchs) (No. 4599).
"But here, too, everything should be transparent. So that no one could blame the authorities for prescribing something for themselves. If we launch such a mechanism, it must come constantly," the Chairperson of the Verkhovna Rada stressed.
He also said that 1,230 amendments had been submitted to the second reading of the draft Law on Prevention of Threats to National Security Related to Excessive Influence of Persons Who Have Significant Economic or Political Weight in Public Life (Oligarchs) (No. 4599).
According to the Speaker of the Parliament, in addition to this draft law, it is necessary to adopt some other initiatives to regulate the relationship between government and business, in particular, lobbying and antitrust legislation, which will perform the function of combating monopolies.
