The Verkhovna Rada has decided: The Cabinet of Ministers of Ukraine must submit proposals to the Parliament within a month to amend the State Budget of Ukraine for 2021, which will increase expenditures on benefits and housing subsidies to citizens to pay for housing and communal services.
In addition, the Government must submit proposals for amendments to the legislation in order to complete the heating season 2020 - 2021 on the basis of the system of housing and communal services, which operated until January 1, 2021.
The Parliament also recommends that the Cabinet of Ministers take measures to socially protect the population from tariff increases.
The Verkhovna Rada recommends improving the criteria for providing targeted assistance to vulnerable consumers, as well as reimbursing them for the costs of gas and heat for January 2021.
At the same time, the Parliament recommends that the Antimonopoly Committee take measures to prevent the abuse of a monopoly position in the market of housing and communal services.
