First Deputy Chairperson of The Verkhovna Rada of Ukraine Ruslan Stefanchuk together with the MPs registered the draft law “On Amendments to the Code of Ukraine on Administrative Offenses to Prohibit Advertising on Highways.” 
 
The draft law proposes to establish a ban on placing outdoor advertising on highways, streets, railway crossings, in particular:
1) on footpaths and alleys;
2) on bicycle paths;
3) within the lane of public roads and at a distance of less than 10 meters from the edge of such lane;
4) within the lane of streets and roads of settlements and at a distance of less than 5 meters from the edge of such lane;
5) over the carriageway of highways;
6) at a distance of less than 50 meters from the intersection of the road with the railway tracks.
The purpose of the bill is to reduce accidents on the roads of Ukraine.
ЄThe advertising carriers installed on highways distract attention of drivers, interfere with an estimation of a traffic situation that especially worsens because of their bright illumination in the dark. In the conditions of constant growth of motor traffic flows, increase of loading on a road transport infrastructure, danger from placement of additional stimuli of attention of drivers in the form of advertising carriers only becomes aggravated that requires taking urgent measures,” stressed the First Vice Speaker of the Parliament of Ukraine.
