Due to the fact that Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov and First Deputy Chairperson of the Ukrainian Parliament Ruslan Stefanchuk contracted Coronavirus, the Deputy Speaker of the Verkhovna Rada of Ukraine Olena Kondratiuk has taken over the duties of the Speaker of the Parliament. This became known during the Conciliation Council of parliamentary factions and groups.
“I want to assure you that in my work as acting The Chairperson of the Verkhovna Rada of Ukraine will not be intrigued. I will work strictly in accordance with the Constitution, laws of Ukraine and the Rules of Procedure of the Verkhovna Rada of Ukraine. It is my duty to ensure the stable, efficient and accountable operation of Parliament in the interests of citizens, and to fulfill its representative, legislative and oversight function,” stressed Olena Kondratiuk.
The Deputy Speaker of the Parliament also said that the Prime Minister of Ukraine Denys Shmygal and the Ministers were invited to the Parliament on Tuesday to explain the ‘weekend quarantine’ introduced the days before, as well as the state of implementation of the Resolution of the Verkhovna Rada on measures to combat the spread of coronavirus in Ukraine.
“There can be no government decisions that create preferences for one, but destroy the small and medium business of others,” convinced the Deputy Chairperson of the Verkhovna Rada of Ukraine.
In addition, Olena Kondratiuk stressed the need to consider the draft Resolution of the Verkhovna Rada of Ukraine on timely informing citizens in case of intensification of anti-epidemic measures in order to properly prepare for such intensification.
“If such measures are planned to be introduced, the society should be notified of their content within 7 days so that people and businesses have the opportunity to prepare. At the same time, the Government must propose and provide compensation mechanisms for those affected by quarantine. This is the practice of most EU countries,” Olena Kondratiuk remarked.
