Fulfillment of obligations under the Association Agreement between Ukraine and the EU requires proper institutional and legal support and clear coordination of actions of all authorities. Emphasized First Deputy Chairperson of The Verkhovna Rada of Ukraine Ruslan Stefanchuk during the inaugural meeting of the Commission for Coordination of the Association Agreement between Ukraine and the EU.

According to him, it is necessary to increase the level of implementation of tasks assigned to the Verkhovna Rada of Ukraine.

According to Ruslan Stefanchuk, to ensure significantly effective implementation of the objectives set out in the Agreement:

1. To develop a single systemic institutional mechanism, a single vision of the process of implementation of the Agreement at the level of the Parliament and the Government of Ukraine.

2. Exercise effective parliamentary control over the process of approximation of legislation and oversee the quality of harmonization of Ukrainian legislation with EU law.

3. Bills aimed at implementing the Association Agreement between Ukraine and the EU must be of adequate quality. They must include:

— EU norms that are implemented in the legislation of Ukraine,

— proposals for draft acts taking into account these norms,

— an explanation of the extent to which (in part or in full) the provisions of the EU acquis should be implemented and a justification for why;

— how this rule, if adopted, will be applied.

4. Carrying out impact assessments, conducting economic, social and political analysis of the consequences of bringing laws and other regulations in line with the EU acquis.

5. Obtaining information on draft laws agreed with the relevant EU structures at the negotiation level, which are submitted to the Verkhovna Rada of Ukraine and indicated as priorities.

6. Strengthening the level of coordination of efforts between relevant public authorities.

Finally, Ruslan Stefanchuk stressed that “The Association Agreement between Ukraine and the EU remains a roadmap for the implementation of an ambitious reform program in our country. Without continued success in implementing the Agreement, it will be difficult for Ukraine to secure further EU support for reforms in Ukraine. Prospects for further deepening of Ukraine's relations with the EU depend on the effective implementation of the Association Agreement.”
