Off the wall lift of immunity comes to life soon

A.Parubiy: Ukrainian parliamentarians are prepared to shake off the privilege of parliament

The Verkhovna Rada of Ukraine has finally strapped to getting rid of the parliamentary privilege, to the applause both of the House and the streets. Thusly was the comment of the Parliament’s Chair Andriy Parubiy to the House’s decision to place the issue in the agenda and then send it for consideration to the Constitutional Court of Ukraine.

“Constitutional changes are to go through a particular procedure which is different from the routine one. After the Constitutional Court’s decision, it is to pass through its first and second readings. This is a time-consuming process,” explained A.Parubiy. “But the fact that the immunity changes were voted affirmatively by more than 300 parliamentarians, gives us hopes that we are on the pathway to success. I just want to add it was very significant to me that after the agenda inclusion there were loud cheers in the House and in the streets at the same time. This means the authorities and the people at large are in a fruitful dialogue”.

On medical reform

A.Parubiy: The medical reform is expected to bring up our health care system to the highest standards of Europe

Accomplishment of the medical reform laws adoption by the House this week has become a particular stage in the autumn lawmaking race of the Parliament, which had been faced with a line of large-scale reforms to be started up as soon as possible.

It was a peculiarity of the above reforms to have amendments in abundance, from a thousand to five thousand at times, putting them thereby, as many thought, on the brink of a precipice. Despite the anxieties, the work has been crowned with success, each having run a full ride as slated.

“I am sure the medical reform will have a global impact upon the whole life of the Ukrainian State. We shall be surely having a certain period of rebound which we are trying hard to soften by making a gradual, step by step, changing of our medical machine, “ stressed the Chairperson. “It is my strong belief that the newly voted reformative changes in our medicine will undoubtedly align the system with the standards of Europe”.

New ‘windows on Europe’

A.Parubiy: The number of border crossing points between Ukraine and the EU ought to be scaled up fundamentally

The Central and Eastern European countries’ speakers are scheduled to meet in Poland this week-end.  Such gatherings are regarded to be quite established for years, where various parliamentary projects in progress are discussed, commented A.Parubiy in his exclusive interview to Rada TV channel.

Once the event is finished, there will be undertaken a joint tour with the Sejm Marshal Marek Kuchcinski around the border spots intended for new Ukraine-Poland crossing points and those in operation to be renovated.  The tour goal is to reassess in person and see it on the ground how many new points are to be built soon in view of the materially increased tourist cross-flows caused by the recently gained visa free travel to the EU.

Some of the new border-crossing points are reportedly to be built at the expense of Poland, others – for account of Ukraine.

Following the tour, there will be elaborated a joint Ukraine-Poland budgetary-supported general plan for the mapped-out new builds and the renovations.

Three new laws signed

The Chairman of the Verkhovna Rada of Ukraine Andriy Parubiy has signed three recently adopted laws – “On cybersecurity basics in Ukraine” (draft bill No.2126a), “On electronic trust-based services” (draft bill No.4685), and “On concert touring in Ukraine” (draft bill No.6682).
