It was announced after MPs registration that the meeting was attended by the Prime Minister and his ministers, heads of central executive authorities, high-ranking legislators, representatives of public organizations and mass media, diplomatic representatives, and other officials.

The Chairperson of the Verkhovna Rada of Ukraine declared the session open as per the Article 83 of the Constitution of Ukraine.

The National Anthem of Ukraine approved by the Parliament in 2003 sounded.

The Chairman delivered a welcoming speech for the House, after that the Prime Minister of Ukraine Volodymyr Hroisman did so. The MPs then switched to the today’s agenda.

The bill No.6565 on temporary permits to broadcast in ATO zone and the border territory of Ukraine was taken in the first reading. The bill provides for granting temporary permits to broadcast throughout the territories with a special broadcasting regime, and law-guaranteed peculiar conditions of switching over from analog to digital broadcasting in certain areas of Ukraine. The bill therefore offers to amend a series of the relevant laws of Ukraine and introduce some few designations like “temporary broadcasting”, “a permit for temporary broadcasting”, “territories with a special broadcasting regime”, etc.

MPs switched back to discussions over the bill No.7052 amending the Tax Code of Ukraine regarding taxation of foreign (non-resident) investors’ income. The bill was refused.

MPs went on to discuss amendments to the bill No.3491d on education prepared for the second reading. 756 amendments were considered out of 1705. The further review was postponed to the evening sitting.

The presiding officer closed the morning meeting.
