The Ukraine-EU Parliamentary Association Committee adopted its Final Statement and Recommendations according to the results of the 18th session, which took place in Kyiv. This was stated by the Committee on Ukraine's Integration into the EU.
First and foremost, the PAC reaffirmed its unwavering support for Ukraine and condemned russian aggression. The underscores that there can be no negotiations on Ukraine without Ukraine, and no negotiations on European security without the proper participation of Europe.
"Any peace arrangement must respect Ukraine’s sovereignty and territorial integrity within internationally recognized borders, including territorial sea, and include credible and legally binding security guarantees for Ukraine capable of preventing future aggression and thereby contributing to lasting stability and security across Europe," the document states. The PAC remains convinced that the EU and its member states must continue to make a contribution to establish such guarantees.
The EU-Ukraine Parliamentary Association Committee calls on the EU and its member states to maintain and further strengthen their support for Ukraine, ensuring the country remains in the strongest possible position both on the battlefield and in the diplomatic process. It also urges them to step up cooperation between the EU, NATO, and Ukraine in the fields of defense, cybersecurity, and resilience against hybrid threats and operations, as well as to deepen defense cooperation with Ukraine at the industrial and operational levels, including joint production, procurement, and the integration of supply chains within the European defense industry.
The document states that Ukraine's sustainable recovery and reconstruction must be based on comprehensive reforms linked to EU accession. It emphasizes that elections in Ukraine must take place only in accordance with widely recognized democratic principles and the Constitution of Ukraine: ‘...they cannot be held during wartime and under martial law.’
The PAC calls for the adoption of the 21st sanctions package against the rf, the strengthening of measures against its ‘shadow fleet,’ and the enforcement of accountability for war crimes, crimes against humanity, and the crime of aggression, as well as full compensation by russia for the immense damage it has inflicted upon Ukraine.
The importance of establishing a comprehensive international system for the compensation of damages, losses, and injuries caused by russia's aggression against Ukraine was reaffirmed. The PAC welcomes the progress and calls for further swift steps toward creating the Special Tribunal for the Crime of Aggression against Ukraine under the auspices of the Council of Europe. It also urges the EU and its member states to define concrete measures to address the potential security threat posed by former russian combatants who participated in the war against Ukraine.
In the context of European integration, the PAC welcomes the opening of the ‘Fundamentals’ cluster in Ukraine's EU accession negotiations and looks forward to the opening of the remaining clusters. At the same time, it recalls that the enlargement process must remain strictly merit-based and must not be instrumentalized by bilateral disputes or unrelated political considerations that undermine the credibility of the accession process and the EU’s strategic interests.
The document emphasizes the need for all competent authorities to prioritize and intensify efforts in advancing the EU accession agenda, particularly through the timely preparation and submission of Euro-integration bills to the Verkhovna Rada, alongside effective coordination of reforms across all branches of power. The PAC calls for the swift implementation of the Kachka-Kos plan of December 2025 as an essential element in maintaining high credibility in Ukraine’s reform process and sustaining the momentum of the accession negotiations. ‘Achieving these goals requires close and coordinated cooperation between the executive and legislative branches of power, as well as robust parliamentary oversight and scrutiny to ensure transparency, accountability, and the effective implementation of accession-related reforms,’ the PAC underscores.
Furthermore, the members of the Parliamentary Association Committee recall the importance of granting a special status to Ukrainian steel and call on the EU institutions to develop, as swiftly as possible, a clear legal framework for special, temporary, and predictable exemption measures from tariff restrictions for Ukraine under the Carbon Border Adjustment Mechanism (CBAM), recognizing the devastating circumstances Ukraine faces as a candidate country in times of war.
