On 12 October 2026, the Verkhovna Rada of Ukraine adopted at first reading the draft Law of Ukraine "On Amendments to Section VI 'Final and Transitional Provisions' of the Budget Code of Ukraine Regarding the Allocation of Fees for the Processing and Issuance of Documents in the Field of State Export Control to the Special Fund of the State Budget" (Reg. No. 15400 of 24 September 2026) and instructed the Committee on Budget to refine the said draft law, taking into account proposals from subjects of the right of legislative initiative, for its subsequent consideration and adoption in the second reading.

The draft law proposes that, from the day the relevant law enters into force until the end of the year in which martial law is terminated or revoked, fees for the processing and issuance of documents in the field of state export control (regarding the export of military and dual-use goods) shall be allocated in full to the special fund of the state budget and directed to the Ministry of Defence of Ukraine for: the procurement, modernization, and repair of weaponry and military equipment (50%); and the payment of financial allowance for service personnel of the Armed Forces of Ukraine (50%).

In this regard, Chair of the Committee on Budget Roksolana Pidlasa noted: "In July 2026, the Cabinet of Ministers of Ukraine introduced a special mechanism for controlled arms exports to partner nations under the Drone Deal format. First and foremost, weapons are supplied to the Defence Forces, and in the event that production capacity is exceeded, they are designated for export. Amendments to the Budget Code establish that a portion of the export contract value is paid as a fee for the export permit and transferred to support the needs of the Defence Forces. Currently, this share stands at 20% of the export contract value, but the Government is considering the possibility of reducing this percentage."
