It was mentioned at December 27 meeting, the bill (Reg. No. 1154) suggests supplementing the Criminal Executive Code with an article 128-1 "Organization of pastoral counselor care of prisoners" in order to introduce in Ukraine the institute of "clergymen (chaplains)" in authorities and institutions under management of State Penitentiary Service of Ukraine.

The Committee members upheld the bill provided words "re regulating activity of chaplain in authorities and institutions under management of State Penitentiary Service of Ukraine" are changed for words "re regulating activity of pastoral counselors in authorities and institutions under management of State Penitentiary Service of Ukraine".
