«Ukraine now expects the European Commission not to develop, but to present a legal mechanism for the use of frozen russian assets, as a political decision must be made in December at the European Council meeting. Therefore, the European Commission must provide a mechanism so that in the event of legal action by russia, the financial risks are shared by other countries, not just Belgium. It is important to note that this is not about confiscation, but about a reparations loan, which Ukraine will only have to repay if russia pays reparations,» the MP noted.
In her opinion, this is a very important track, because it concerns financing for several years. In addition, it is a powerful signal to moscow that the European Union is in it for the long haul with Ukraine.
The MP noted that French President Emmanuel Macron spoke about security guarantees during the meeting of the «Coalition of the Willing.» He announced the creation of a new working group, which, in addition to France and the United Kingdom, will also include the United States and Turkey.
«When it comes to security on the European continent, not only the countries that are members of the European Union should be involved, but also the United Kingdom and Turkey. The latter controls the Bosphorus and has influence in the Black Sea region. Of course, the United States, as the largest contributor to the NATO budget, must also be involved. Moreover, European countries feel much more comfortable providing security guarantees if the Americans are with us,» the parliamentarian stressed.
Ukraine will learn the specifics of both tracks in December.
