The Verkhovna Rada is working on the fifth state budget in the context of a full-scale war. Expenditures continue to grow rapidly, and each year more money is needed to ensure national security and defence. In 2026, it is planned to spend USD 60 billion on this area. The same amount is expected to be received from partners in terms of arms and ammunition.

This was stated by Roksolana Pidlasa, MP and Chair of the Committee on Budget.

"In 2026, it is planned to allocate almost USD 60 billion for defence. We are looking for another USD 60 billion from international partners to provide us with weapons and ammunition. This in-kind assistance will come within the framework of the mechanisms that have already been established, such as the Ramstein format, the Danish model, the so-called PURL and SAFE mechanisms, which are being worked on by the Minister of Defence of Ukraine and the President," the politician said.

According to her, USD 120 billion for the defence of the state in 2026 is a very ambitious goal.

"This is more than in any of the previous years of full-scale invasion. And this is all reflected in the state budget. Money has been allocated and we even see an increase in revenues in 2026 compared to 2025. So everything is quite realistic. We know that the government plans revenues conservatively, and they are usually fulfilled unless there are any major external economic shocks," the MP said.

She added that by the end of this year, Ukraine, together with its partners, will invest $108 billion in defence. At the same time, for 8 months, the budget has had a stable flow of planned taxes, customs duties, dividends from state-owned companies, etc.

"Revenues are even 6.3% higher than our plan for 8 months of 2025. The government is applying the same approach to budget planning for 2026," the MP concluded.
