The Law (Reg. No 0332) establishes a new long-term framework for bilateral cooperation covering security, defence, economy, science, technology and cultural ties.
The agreement, signed on 16 January 2025 by Ukrainian President Volodymyr Zelenskyy and British Prime Minister Keir Starmer, provides for a significant increase in military support: The United Kingdom undertakes to provide Ukraine with military aid of at least £3.6 billion annually until the 2030/31 financial year and thereafter, as necessary. This includes training Ukrainian military personnel, supporting pilots, supplying military aircraft, expanding cooperation in the production of defence products, drones, artillery, and involvement in joint expeditionary cooperation formats such as the Joint Expeditionary Force.
In addition to the defence component, the Agreement contains commitments on cooperation in energy, particularly in the field of green energy and critical minerals, between the countries in technological development, scientific research, agricultural technologies, drone construction, as well as in the cultural, educational and humanitarian spheres.
The legal adoption of the Agreement will provide Ukraine with a guaranteed framework for mutual support for many years to come, which should strengthen its defence capabilities, promote technological development and economic stability. In addition, the document provides for clear mechanisms for consultation between the parties in the event of a threat or aggression, as well as approaches to maritime security.
