On Monday, 8 September 2025, screening meetings between Ukraine and the European Commission began in Brussels on negotiating chapter 11, ‘Agriculture and Rural Development,’ which belongs to Cluster 5, ‘Resources, Agriculture and Cohesion Policy.’ This is the final segment of bilateral meetings in the screening process.

The Ukrainian delegation was led by Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka. An important element is the active participation of Ukrainian MPs – members of the Verkhovna Rada Committee on Agrarian and Land Policy:

Oleksandr Haidu, Chairman of the Committee; Ivan Chaikovsky, Secretary of the Committee; Dmytro Kostyuk, Chairman of the Subcommittee on Social Policy in Agriculture, Rural Development, Science and Education; and Maryna Nikitina, Chairwoman of the Subcommittee on Adaptation of Ukrainian Legislation to EU Law.

The presence of parliamentarians ensures adequate representation of the Verkhovna Rada of Ukraine as a key actor in the implementation of the EU acquis into national legislation. It also sends an important political signal about Ukraine's readiness to fulfil its commitments in the field of European integration and creates an opportunity for direct dialogue with the European Commission.

On the first day of the meetings, the parties discussed key areas: agricultural policy development, support for the agricultural sector, financing and monitoring of agricultural expenditure, the Integrated Administration and Control System (IACS), the Farm Sustainability Data Network (FSDN) and the regulation of processed products.

Most of the provisions covered by Chapter 11 will take effect upon Ukraine's accession to the EU. Therefore, the Verkhovna Rada of Ukraine will play a leading role in ensuring an adequate legislative framework and monitoring the effective implementation of European rules in the field of agriculture and rural development.
