On 27 July 2025, President of Ukraine Volodymyr Zelenskyy signed the Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine Regarding Strengthening the Institutional Capacity of the National Agency of Ukraine for the Identification, Search and Management of Assets Derived from Corruption and Other Crimes, and improving asset management mechanisms" (4503-IX of 18.06.2025 ), which radically changes the system of managing seized assets.

The law aims to create conditions for economically efficient and corruption-proof management of seized assets and to remedy existing institutional shortcomings that hinder the functioning of the National Agency of Ukraine for the Identification, Search and Management of Assets Derived from Corruption and Other Crimes.

The key innovations of the ARMA reform are the introduction of an independent audit of the National Agency, a new competitive procedure for selecting the agency's head with the participation of international experts, and the improvement of processes for managing seized assets.

In particular, the law updates the procedure for selecting candidates for the positions of Chair and employees of the National Agency. Best practices are being introduced to involve international partners in the competition commission for selecting candidates for the position of Chair of the National Agency.

Approaches to selecting administrators for seized assets and managing such assets are also changing. The new approach involves dividing assets into simple and complex ones, procedures for identifying assets, and auditing the effectiveness of seized asset management.

The ARMA reform will contribute to improving the effectiveness of the National Agency and strengthening public and international partners' trust in it.
