On May 11, 2025, with the aim of fostering further cooperation, Members of the Verkhovna Rada of Ukraine – members of the Committee on Agrarian and Land Policy – held a meeting with representatives of the Japan International Cooperation Agency (JICA Ukraine Office) in Ukraine.

During the meeting, they discussed the ongoing and consistent support provided by JICA, which encompasses critically important areas — from humanitarian response to strengthening the capacity of state institutions and developing local communities, as well as Ukraine’s continued role as a guarantor of global food security.

It was noted that since the beginning of the terrorist invasion by the russian federation into the territory of Ukraine, the Japan International Cooperation Agency (JICA Ukraine Office) has allocated USD 190 million in technical assistance, USD 540 million in loans, and USD 690 million in grants.

As part of its response to the Ukrainian crisis, JICA is implementing support measures for Ukraine’s recovery and reconstruction in four key priority areas, namely:

Area 1: «Laying the Foundation for Smooth Recovery», which addresses the clearance of mines and unexploded ordnance, as well as the removal of debris;

Area 2: «Improving Living Conditions and the Environment», encompassing energy, transportation, water and sanitation, healthcare, and education;

Area 3: «Industrial Recovery and Export Promotion», which includes support for the agricultural sector and entrepreneurship;

Area 4: «Democracy and Institutional Support», aimed at strengthening public broadcasting and improving the financial sector.


Committee Chairman Oleksandr Haidu emphasised that one of the main priorities for the Committee today is to strengthen its role in implementing rural restoration, supporting small and medium-sized farming, demining agricultural land, especially in the frontline regions, implementing effective land policy and introducing modern digital land management tools, developing land reclamation and irrigation, and monitoring the implementation of key reforms.


He also noted that in these specific areas, the international expertise and technical assistance provided by JICA can have a powerful and transformative impact. Particularly valuable would be support in developing relevant analytical tools for the reconstruction and modernization of Ukraine’s agricultural sector, in enhancing effective parliamentary oversight of the implementation of key reforms, as well as in conducting training programs and facilitating professional exchanges.


The meeting was also attended by the Deputy Chair of the Committee, Serhii Rudyk, Head of the Committee’s Secretariat, Oleksandr Starynets, and representatives of the Japan International Cooperation Agency (JICA Ukraine Office) in Ukraine — Yusuke Ogawa, Kotaro Tanaka, and Nataliia Volos.
