Within the International conference: «The reform of public procurement in Ukraine - path to the EU», members of the Committee Oleksii Movchan and Ihor Marchuk unveiled the details of public procurement reform's adoption, on which the Committee on Economic Development is working on.

«This is the first massive event for the past 7 years, organized in partnership with the Ministry of Economy of Ukraine and the EU, dedicated to the public procurement reform, said the Chairman of the Committee Oleksii Movchan.

The conference gathered over 130 participants - the representatives of the Government, Parliament, International organizations, business and civil society.

Public procurement is one of the key reforms on Ukraine's path to the EU. This is the mechanism that our country buys everything through: from medicine and equipment to the roads and schools. Therefore, the quality of our hospitals, infrastructure, education, and most importantly, our army, depends on how effective this system is.

Together with the Government, the EU Commission and International partners we are working on the reform in the Committee on Economic development.  

I am leading the draft law on public procurement (Reg. No. 11520), which is being prepared for the second reading in the Verkhovna Rada of Ukraine. This is one of the most important laws for Ukraine's economic progress towards the EU.

What does this law change?

 It introduces a comprehensive modernization of public procurement regulations to bring them in line with European Union directives, in particular by:

Establishing a new classification system for contracting authorities and streamlining participation requirements, particularly to support small and medium-sized enterprises;

Introducing advanced planning tools to enhance transparency and predictability in procurement processes;

Reforming the appeal mechanism to ensure greater efficiency, fairness, and accessibility;

Reinforcing accountability mechanisms for both contracting authorities and suppliers;

Enabling the use of innovative approaches, including sustainable procurement practices and digital risk assessment instruments.

The adoption of this law represents a significant step toward harmonizing Ukraine’s legal framework with EU standards. It will facilitate access to financial assistance from the World Bank, the European Union, and other international partners. Moreover, it will promote more efficient use of public funds, reduce corruption risks, and foster a level playing field for businesses.
