On 12 May, the Committee on Ukraine's Integration into the EU held a meeting as part of the Committee's oversight function on Ukraine's implementation of its commitments under the Ukraine Facility. Fulfilment of these commitments is necessary to implement important reforms within Ukraine, as well as to receive financial assistance from the EU. The meeting was attended by representatives of ministries, the government, the State Audit Service, the Ministry of Economy of Ukraine, which is the National Coordinator for the implementation of the Ukraine Facility, MPs and representatives of civil society. Those responsible for fulfilling the commitments under the Ukraine Facility reported on the progress of the Ukraine Plan and the challenges along the way.

Chairwoman of the Committee on Ukraine’s Integration into the EU Ivanna Klympush-Tsintsadze noted that in 2024 Ukraine successfully fulfilled the commitments set forth in the Ukraine Plan. However, by the end of the first quarter of 2025, a delay in implementation has already been observed. «This delay is not merely a statement of fact. We all clearly understand that, unfortunately, we failed to meet certain benchmarks in the first quarter, which has resulted in Ukraine not receiving the anticipated disbursements to the state budget» she stated.

She added that the objective of the current meeting is to assess Ukraine’s progress in fulfilling the requirements under the Ukraine Facility and to jointly develop solutions to mitigate risks related to the further implementation of the Ukraine Plan. This is essential not only for the continued receipt of financial assistance, but also for advancing necessary reforms.

Ivanna Klympush-Tsintsadze highlighted that the Research Service of the Verkhovna Rada of Ukraine has prepared a dedicated guide to support the implementation of the Ukraine Facility. «I trust that this matrix will serve as a practical tool that we can continue to use in cooperation with government officials and representatives of various agencies to analyze and identify areas requiring our joint efforts, so that we can effectively address the tasks outlined in the Ukraine Facility», emphasized the Committee Chairwoman.

Based on the outcomes of the meeting, the Committee on Ukraine’s Integration into the EU adopted as a basis the decision to appeal to the National Coordinator with a request to forward to the relevant Committees of the Verkhovna Rada — including the Committee on Ukraine’s Integration into the EU, the Budget Committee, and the Anti-Corruption Policy Committee — any expert assessments of draft legislation within the framework of the Ukraine Plan under the Ukraine Facility Instrument, in the event that such assessments are received by the Government from the European Commission.

Additionally, the Committee resolved to appeal to the Government of Ukraine with a request to mandate the State Audit Service of Ukraine, as the national controller of EU funds, to prepare and publish quarterly reports. The aim is to prevent abuse and mitigate corruption risks in the course of utilizing funds allocated for the implementation of measures under the Ukraine Plan within the Ukraine Facility framework.

The Committee also proposed that the Government engage civil society and the Verkhovna Rada of Ukraine in the process of updating the Ukraine Facility.

«There is significant work ahead to enhance coordination between Parliament and the ministries for the continued implementation of the Ukraine Plan, including its possible revision. If there is now an opportunity to introduce updates to this Plan in a way that enables real change in the country, then I believe we must make the most of it — particularly by involving civil society organizations», summarized the Chair of the Committee on Ukraine’s Integration into the EU.

The Secretariat of the Committee will take into account the proposals developed during the meeting and incorporate them into the Committee’s conclusions, which were adopted as a basis.
