The President of Ukraine has signed the Law of Ukraine “On Amendments to Certain Laws of Ukraine on the Implementation of the EU Roaming Regulation” (Draft Law No. 10265). This law was adopted by the Verkhovna Rada of Ukraine in the second reading and as a whole on 22 May.
It was adopted to fulfil one of the conditions for Ukraine’s European integration in the field of electronic communications. It ensures Ukraine's accession to the EU-Ukraine common roaming area and provides Ukrainians with roaming services in the EU in the Roaming Like at Home (RLAH) mode.
In practice, RLAH is a service that means that when travelling in the EU, calls, SMS and data are included in the home package, and roaming services are provided at no extra charge. Users of European operators travelling to Ukraine will also be able to take advantage of the common roaming area.
The Law also significantly improves the investment climate for businesses in the electronic communications sector. Domestic business entities will gain a high degree of trust by working under the same rules with European partners in accordance with EU law. It also ensures effective cooperation with the Body of European Regulators of Electronic Communications (BEREC) and fulfilment of the conditions for Ukraine to obtain internal market treatment with the EU in the field of electronic communications.
