The Bill (Reg. No. 0982) envisages higher penalty rates, supplementing the Code of Ukraine on Administrative Violations with new administrative corpus delicti in the field of land legal relationship, and coordination of the Code with the regulations of the Land Code of Ukraine, and the Laws of Ukraine "On Protection of Land" and "On State Control over Land Use and Protection".
Inter alia, the Bill determines the following terms at the legislative level: "use of a land plot without legislative document", "land plot boundaries", "boundary mark". The Bill also specifies the term "unauthorized occupation of land plots".
It is proposed to supplement the Code with new articles and establish administrative liability for:
use of a land plot without legislative document;
unauthorized removal and shift of soil from the land plots;
failure to reclamate the violated land.
The Committee upheld adoption of the Law. The Committee members believe that it will promote efficient use and protection of land resources, and eliminate violations of the land legislation and its negative consequences.
