Signing and ratification of the Treaty (Reg. No. 0008) are stipulated by the necessity of creating legal principles of protection of information with limited access, exchange of which is performed, in case of need, by the Parties within political, economical, military, scientific and technical or other cooperation within particular agreements.

The Treaty secures equal in rights and cooperative character of relations during information exchange, fails to grant any benefits to one or another Party, commits the Parties to take necessary measures appertaining to protection of information with limited access received during cooperation. 

The subjects to implement the Treaty are represented by State authority bodies, enterprises, establishments and organizations that perform activity related to State secret, in accordance with the legislation of Ukraine, and are authorized to transmit secret information to the foreign partner.

The procedure of information exchange, established by the Treaty, enables the Security Service of Ukraine and Hungarian authorized body to secure due State control over adherence to national legislation requirements of States-Parties by cooperation entities during exchange of information with limited access.

The Committee members stated the following: ratification of the Treaty will create legal principles for secret information exchange and secure its protection, and, therefore, on coming into force, it will promote effective mutually beneficial cooperation between Ukraine and Republic of Hungary.
