The Bill (Reg. No. 0981) aims at establishment of criminal liability for exploitation of a child for begging in order to prevent such actions, secure due protection of children´s rights and interests, prevent extension of beggarly "business" that involves exploitation of children and, among them,  infants.

Volodymyr Moysyk, the Sub-Committee Chairman, reported on the introduced amendments and supported proposals to delineate liability of a person who resorts to begging for exploitation of his/her own and somebody else´s child for begging.  Since in this case it is not earning money to survive, but the beggarly "business" that involves exploitation of children (and very often infants) who are bought out, kidnapped, crippled etc. for this purpose. The People´s Deputies believe that establishment of liability in the form of imprisonment for 5-8 years should become a preventive measure regarding the said actions.

During the discussion, the Committee members called for extended liability for child´s exploitation for the beggarly purpose, especially of child´s parents. The People´s Deputies call for deprivation of parental rights of those parents who exploit their children for begging. 

The Committee upholds adoption of the Bill that will considerably enhance the level of children´s safety in Ukraine and place a legal hindrance to such negative phenomena as begging and child trafficking.
