It was noted at the Committee Meeting that the Bill (Reg.No.0034) purports the ratification of the Charter which sets out the objectives and principles of The Organisation, and its major priorities and structure. Creation of a Council is envisaged at four levels, those of State Leaders, Ministers of Foreign Affairs, National Coordinators, and Permanent Delegates.
A Secretariat of The Organisation will be also set up.
The provisions of this Document set out a decision-making procedure within The Organisation, and its interaction with other International Organizations and States, together with a procedure for joining and withdrawing from The Organization .
The Charter also introduces a Partner institution subject to a special legal relationship within The Organisation, and envisages the conclusion of a special International Agreement to define the scope of the privileges and immunities required to achieve The Organisation's objectives (this Agreement was signed at the GUAM Summit in Baku, on 19 June 2007).
Committee Members concluded that the passing of this Bill will improve Ukraine's leading role in The Organisation, whose activities, when commenced, will create the necessary conditions for promotion of the common interests of the GUAM Member States, and will enhance their European integration, with the aim of creating a common security environment, and extend economic and humanitarian cooperation in those areas which are of significance to Ukraine.
