The Bill (Reg. No. 0890) envisages introducing regulations, securing transparency of property relations concerning mass media, in Ukrainian legislation.
The subject of legislative leadership considers receipt of information about mass media founders from the Single State List of Enterprises and Organizations of Ukraine as one of the means for securing transparency of property relations concerning mass media.
The Committee members emphasized urgency and importance of this Bill. However, they agreed that effective settlement of this problem requires further revision.
Inter alia, the People´s Deputies proposed the following wording of a new part of Article 10: "Control realization means decisive influence of one or several connected business entities and/or natural persons on the activity of mass media that is implemented indirectly or by other persons and means determined by the Law "On Protection of Economic Competition".
This regulation also pertains to the relevant amendments to Article 1 of the Law "On Television and Broadcasting", envisaged by the Law.
The Committee also believes that to prevent monopolization in this field, Article 12 of the Law "On Television and Broadcasting" should be supplemented by the regulation concerning establishment of differential upper limit of shares in statutory funds of television and radio organizations of one and the same foreign investor, provided he expressed willingness to be a co-founder of several similar organizations in Ukraine.
The Committee members decided to create a working group headed by the People´s Deputy Olena Bondarenko concerning improvement of the Bill.
