During the hearing on December 1 and 2, the Chairperson of the Committee Serhii Vlasenko said that the Committee has always defended the interests of local self-government envisaged by the Constitution of Ukraine, the European Charter of Local Self-Government and legislation in effect, and remains an important platform for dialogue and consolidation of the interests of State agencies, local self-government bodies and their associations, NGOs, etc., in particular with regard to realization of reforms in the field of administrative services. The Committee Chairperson said that this hearing should become some kind of report on what has been done in the field of ??administrative service provision, and has to determine the tasks for the Committee and obstacles hampering to complete reforms in the system of administrative services provision. Serhii Vlasenko stressed that the issues on the agenda of the hearing engage various aspects of administrative services (legal, institutional, financial, informational, educational, etc.) as well as presentations of smart practices in the field of ??administrative service provision.

Deputy Chairperson of the Committee S.Kudlayenko said that on the way to European integration of Ukraine, one of the necessary elements is securing of steady policy of decentralization, particularly through transfer and / or delegation of authority to local self-government bodies on provision of basic, that is the most important for citizens, administrative services (residence registration, issuance of passport documents, state registration of legal entities and private entrepreneurs, civil registration, registration of property rights and vehicles, issuance of driving licenses, etc.). S.Kudlayenko said that the transfer of corresponding authorities to local self-government bodies under the principle of subsidiarity should facilitate formation of efficient and transparent conditions for delivery of administrative services, and also should prevent corruption and guarantee equal conditions for consumers of administrative services.

Chairperson of the Subcommittee on administrative services, state symbols and awards O.Dekhtiarchuk reminded the present that the Committee has under consideration the draft Law of Ukraine "On Amendments to the Law of Ukraine to Certain Legislative Acts of Ukraine regarding broadening of authorities of local self-government bodies and optimization of administrative service provision (Reg. No.2984), which was elaborated in the framework of Item 2.3.1 of the Coalition Agreement and provides for delegation to local self-government bodies of authority to provide basic administrative services and improve procedures and conditions of the administrative service provision under the principle of "single window."

Currently service provision under the principle of "single window" is complicated over the absence of proper cooperation between the subjects of administrative service provision. The necessity to collect various references, and extracts issued by both state and local self-government bodies, and relevant enterprises, institutions and organizations for obtainment of one or another administrative service, forces recipients to resort to corruption and "circumvent the law" to meet their vital needs.

At the same time, local self-government bodies have no ability to guarantee high-quality provision of the most popular services over the lack of authorities in the corresponding spheres. However, effective and transparent state regulation in the field of ??administrative service provision is a key to creating a service State. It was noted that in all democratic countries, basic administrative services are provided by local self-government bodies and / or through the outsourcing.

Chairperson of the Committee Serhii Vlasenko offered the participants to familiarize themselves with the draft recommendations of the hearing (on the Committee’s website http://komsamovr.rada.gov.ua/komdbud/control/uk/publish/article?art_id=82169&cat_id=44731).

Serhii Vlasenko expressed his gratitude for the hospitality and high level of cooperation to the leadership of the Vinnytsia city council and Vinnytsia Mayor, and also to the Project of German Technical Cooperation Bureau GiZ “Reform of municipal services in Eastern Ukraine," Council of Europe Office in Ukraine, the Project of UNDP and the EU "Smart Practices for Oversight by Non-State Actors on Administrative Service Provision," the United States Agency for International Development (USAID), and said that the recommendations will be approved at one of the next meetings of the Committee.
