The Author of the Resolution is Oleh Bilorus, the representative of the Permanent Delegation of The Verkhovna Rada of Ukraine in the OSCE Parliamentary Assembly.

The Committee members considered 14 amendments to the Draft Resolution, having adopted seven of them. Several additional paragraphs were included into the Resolution and the wording of one paragraph was revised.

The OSCE PA acknowledges the importance of the OSCE as a regional organization according to the Chapter VIII of the United Nations Charter and as a dominant instrument in the stages of early prevention of the conflicts, crises settlement and post conflict reconstruction in its region.  

According to the Resolution, the Parliamentary Assembly "admits the importance of negotiations with the participation of all Parties for the complete settlement of the conflict".   

The OSCE parliament members are seriously worried about permanent conflicts in different OSCE regions, namely: in the Republic of Azerbaijan, Georgia and Republic of Moldova.

The OSCE PA admits that unsettled conflicts within the OSCE region threaten inobservance of the OSCE principles and affect peace and stability on the local and international levels.  

The Resolution also states that permanent conflicts in the OSCE region undermine sovereignty, territorial integrity and independence of the other OSCE participating States, complicate implementation of democratic reforms and stable development in these countries, hamper regional cooperation and development.

The Parliamentary Assembly acknowledges that the OSCE observes the principles of sovereignty and territorial integrity of the OSCE participating States, inviolability of their internationally recognized borders and expresses deep regret at the lack of considerable progress in political regulation of current conflicts in different regions within the OSCE scope.     

The OSCE PA calls on all the Parties for thorough working out common decisions in order to achieve complete, exhaustive and long-lasting political settlement based on the principles and regulations of international law.  

The parliament members of the OSCE participating States second the conviction that peaceful settlement of conflicts within the OSCE region should remain the main priority of the OSCE. They also second intensified and result-oriented OSCE participation in the facilitation of political settlement of the conflicts, elimination of reasons for tension between the Parties, confidence reestablishment and promotion of political reconciliation.

The Parliamentary Assembly calls on all the Parties for the most thorough exploitation of  all available negotiations mechanisms and formats, expresses worry about preservation of blockades and closed borders between the OSCE participating States, warns against exploitation of the settlement of special conflicts as precedents for settlement of other conflicts.  

In the Resolution the OSCE PA calls on the parliament members of the OSCE participating States for intensification of efforts aimed at achievement of contractual settlement of these conflicts, and insists on regarding the cooperation between conflicting parties as the means of confidence enhancement aimed at furtherance of search for regulation.
