The Bills (Reg.No 3720, 3703, 3462, 3502) envisage securing observance of European standards in election legislation and implementing the right of Ukrainian citizens of representative democracy and effective work of The Verkhovna Rada of Ukraine. The Bill also introduces amendments to the election system which coordinates election of the People´s Deputies.
Inter alia, it is suggested to establish "the open rolls" which will enable an elector to personify his/her voting for particular candidates included in the election roll of parties and blocs. The Bills envisage new procedure of creating the election rolls by parties and blocs, summing up individual voting within particular territorial election districts, new principles of determining the results of deputies´ election etc.
According to the authors, adoption of these Bills will secure pluralism of electoral convictions of an elector and protection of his electoral right by improvement and coordination of procedure of formation of The Verkhovna Rada of Ukraine with European and world standards.
