On Tuesday 10 July, Olexandr Moroz, the Chairman of The Verkhovna Rada of Ukraine met William Tailor, the Extraordinary and Plenipotentiary Ambassador of the USA in Ukraine. W. Tailor congratulated the Chairman of The Verkhovna Rada of Ukraine on "very successful" holding of the 16th Session of the OSCE Parliamentary Assembly, commenting on high level of its organization.
Summing up the results of the Session, O. Moroz stated: "We succeeded in presenting Ukraine as a serious State which respects international institutions."
The Chairman of The Verkhovna Rada of Ukraine presented his conception of a situation around constitutional reform on the request of Mr. Ambassador. In particular, he emphasized the necessity of amending the Constitution in the part concerning local government. He believes that "this eliminates a number of problems, decentralizes authority and draws it closer to the public, and settles a lot of other issues."
He also calls for strict observation of the Constitution on the part of all officials and, first of all, the President.
However, O. Moroz said that the Head of State "strives for absolute power, authoritarianism and dictatorship", though earlier he strongly objected it.
The Chairman of The Verkhovna Rada of Ukraine considers amending the Constitution of Ukraine "under certain surname" to be totally unacceptable.
O. Moroz criticized the last initiatives of the President. In particular, he believes that establishment of a two-chamber parliament will split Ukraine, because the unitary State has no need in a two-chamber parliament. According to O. Moroz, the idea of abolishing deputy´s immunity is not brand-new either. He reminded that amendments to the Constitution envisage considerable restriction of immunity.
He also called for restricting immunity of the President and judicial corps.
Dwelling on the early election, the Chairman of The Verkhovna Rada of Ukraine stated that they are necessary "not for creating a new parliament, but for holding a referendum on amendments to the Constitution. This will have tragic consequences for Ukraine." He also noted that falsification of the election results is being prepared.
